SALYERSVILLE, Ky. — Two Magoffin County women have been indicted on charges of child abuse. Destiny Brown, 26, and Melissa Howard, 36, both of Salyersville, are each charged with one count of first-degree abuse of a child younger than 12. According to the Kentucky Attorney General’s Office, which is prosecuting the case, between October 2024 and July 2025, both of the women hit the child, withheld food as punishment, and confined the child in a room with no access to food or a bathroom. LEXINGTON, Ky. — A Magoffin County man is heading back to prison, after he pleaded guilty to failing to register as a sex offender. Phillip Harmon, 42, of Salyersville, pleaded guilty to the charge back in January. Court records in Scioto County, Ohio, indicate he pleaded guilty to rape in 2008 and served a 10-year sentence. In his plea agreement, he admits to moving from Ohio to Magoffin County in 2021, but never updating his sex offender registration.
