WARFIELD, Ky. — A Martin County woman was arrested for cruelty to animals, after a deputy found two dogs locked in cages without food or water. A Martin County sheriff’s deputy was driving through Dempsey Housing at Warfield Tuesday night, when a resident flagged him down to report having heard two aggressive-sounding dogs over the riverbank. That person said they had heard the dogs for two days, but hadn’t checked on them because they sounded mean. LOUISA, Ky. — Two financial companies involved in separate lawsuits against Addiction Recovery Care have reached a settlement that could resolve their competing claims to nearly $4.7 million in federal tax-refund proceeds currently being held in a court-ordered account. BLOOMINGTON, Ky. — At 11 a.m. Monday, a Magoffin County man accompanied his ex-wife to court in order for her to drop an emergency protective order against him and have his confiscated weapons returned. By 2:30 that afternoon, Martin County sheriff’s deputies were taking him to jail for attacking his ex-wife and firing a gun. Garland Dwayne Elsea, 57, of Bloomington, now faces charges of attempted murder, strangulation and wanton endangerment.
